The Rules and Forms Committee of the Superior Court of California, County of Orange, has proposed revisions to the Local Rules of Court. Pursuant to California Rules of Court, rule 10.613, the Court invites you to comment on proposed new and revised changes to local rules.
The following proposed changes to Division 7 - Family Law local rules (numbers 700 et seq.) were updated to make them consistent with current business practices:

Revised Local Rule 703 – Child Custody – Mediation, Child Custody Investigations (CCI), Private Child Custody Evaluations (Evidence Code § 730
Revised Local Rule 703.3 - Supervised Visitation Providers
Revised Local Rule 704 – Ex Parte Matters
Revised Local Rule 705 – Requests for Orders
Revised Local Rule 707 – Mandatory Settlement Conferences and Voluntary Settlement Conferences
Revised Local Rule 709 – Dissolution by Declaration (Family Code § 2336) Contested Trials and Hearings
Revised Local Rule 711 – Summary Dissolution
Revised Local Rule 712 – Court Appointed Counsel for Minor Children
Revised Local Rule 719 – Remote and In-Person Proceedings for Family Law
Revised Local Rule 720 – Filing and Establishment of Parent-Child Relationship Pursuant to a Gestational Surrogacy
Proposed two new local rules:
New Local Rule 713 – Qualified Domestic Relations Order (QDRO) or other Retirement Plan Order:. Proposed new Local Rule 713 would enhance the department’s alignment with current business standards, thereby increasing efficiency and effectiveness for both internal and external stakeholders.
New Local Rule 714 – Electronic Evidence for Trials and Specially Set Hearings:. Proposed new Local Rule 714 will support the use of the Electronic Evidence Portal which has proven to be an innovative tool to submit exhibits to the court.
The proposed revisions and invitation to comment are posted on the Superior Court’s website at Invitation to Comment. The most efficient way would be to use the attached fillable form and click on “Submit by Email” when completed.
All comments concerning a proposed rule must be submitted no later than 5:00 p.m. on Monday, October 7, 2024.
