Established in 2016, Filipino-American Lawyers of Orange County (FLOC) seeks to represent and advocate the interests of Filipinos and Filipino-Americans and foster the exchange of ideas and information among and between FLOC members and other members of the legal profession, the judiciary, and the community.

Our mission is to support the professional growth of member attorneys and affiliates, advance the local administration of justice, serve the community by improving access to the legal system, and provide opportunities to promote diversity in the legal profession.

FLOC’s current officers are Mark Servino (President), a Senior Assistant in the Office of the County Counsel for the County of Orange, Tina Hanley (President-Elect), a Senior Deputy District Attorney in the Office of the Orange County District Attorney, Carolyn Sieve (Treasurer), a Partner with Constangy, Brooks, Smith & Prophete LLP, and Mike Fermin (Secretary), a Chief Assistant in the Office of the San Bernardino County District Attorney, and eleven members of the Board of Directors.

In 2024, FLOC sold out its 7th Annual Installation Dinner. Rob Bonta, the Attorney General for the State of California, and highest-ranking elected Filipino-American public official in the State of California, was the keynote speaker. Christina Zabat-Fran, one of FLOC’s founders and the first Filipino American President of the Orange County Bar Association (OCBA), was a recipient of the Trailblazer Award, Monica Glicken, the Executive Director and General Counsel of the Public Law Center (PLC), received the Community Advocate award, and Judge Bryan Clavecilla, the first male Filipino American Superior Court Judge in Orange County and a former board member of FLOC, was the recipient of the Judge of the Year Award.

FLOC’s success, and the success of its programs and events, and its ability to provide scholarships, mentorship opportunities, and host pipeline events for law students and undergraduates, are made possible through the support of its members and sponsors.
